You could be correct - that said I will put my faith in the fact that Cranston will have done his homework before putting the deal together.

The site extends 13 km (3km + 10km) from the edge of bombing zone to the north and 11 km (3km + 8km to the east) - pity help the nation if our defence force cannot drop a bomb or a shell into a range (presumably they are aiming for a central area not the edge then) also misses the 3km buffer and gets into the proposed tenement.
