I think government will fund it if it is needed.
the odds are high because EU don't want AZ vaccine now, they ordered 1.8billion Pfizer just now, so australia has really got no choice but do it here or just wait at the end of the queue since we are pretty much COVID free within the border, our situation is not as pressing as others.
