Agree with you Robhood - a well thought out summary of the situation, however, I would just like to comment on the "capping or manipulation" that has been discussed at length in previous posts by Leshot et al .... my take is the party to gain most by not having the SPP fully taken up would be FORTREND as with this new working capital from the SPP, PRR would not need to draw down on FORTREND's $12mill line of credit.
