I think this time around it appears to be very different. All previous times, while no bids were formally rejected they were asked to go home, do some more work and re-submit. This time, they have rejected a or some bids. Which leaves two possibilities, 1.they will accept a bid or bids or 2. ask the remaining bidders only to re-submit.
I really can't see two bids being accepted based on the bids submitted. For two parties to work together as a JV will require months and months of work to sort out the legal, operational and financial positions. It's just not that simple.
