"I wouldn't rule out BioPower. They are backed by Lend Lease so I assume they have easy access to the 2 for 1 cash requirement if they get an REDP grant."

Still it appears they're about 1 year behind carnegie in terms of tech development. Carnegie had 3 linked CETO II's in the sea + real life video in August 08 while these guys were still lab testing.

"the electricity is generated under water which riases manitenance and safetly issues"

I'd say pumping seawater also comes with maintenance issues. Wish I knew more about the topic :(

"while BioWave extracts from the lateral part of the orbits and then provides a torque"

Does wave direction vary much in the ocean? If so there will be energy loss with the BioWave whereas with ceto it doesnt matter what direction the wave is coming from.

"if impacted by a foreign object in one corner (twisting action) there could be devastation."

Ceto has a similar vulnerability in the piston rod. I think all these sea objects will have vulnerabilities of some kind. Though at least being underwater stops the floating stuff from hitting your equipment. BioWave's ability to lie flat in storms is pretty cool too!

Of course none of this answers the essential question, how much does it cost vs how much power does it generate :)
