From the Total Eren Website "The company has built up substantial expertise in operating in cyclonic and tropical areas and owns power plants in the Caribbean (Guadeloupe, French Guiana, Martinique) and the Indian Ocean (Reunion Island) in partnership with INFRAGREEN III managed by RGREEN INVEST, and EDF PEI for the projects located in French Guiana and Martinique. Eneryo, an entity owned by NovEnergia (Total Eren’s affiliate since April 2019) operates wind and solar plants in metropolitan France and in Martinique."

I'm thinking the partnership provides important expertise, and if it moves forward, will de-risk the project. That's my humble view.
