With only 'up to $3m', this SPP will be capped ($15k?) forcing some smaller shareholders to dilute. A fully proportional rights issue is much fairer, but less convenient for the company. The small(er) shareholders are not the priority with SPPs. I am not with the cheer squad on this one.
