The 9 billion figure includes both private and business credit card ownership. When you consider that in large companies even lower management often receive corporate cards, this figure becomes easier to comprehend.
Allowing employees to spend on card is far simpler than administering an expense reimbursement system, and allows broader company expenses to be tracked and analysed within their accounting system.
