if the lithium hydroxide was just stored in bulk or transported in bulk then it would absorb water and co2
so it should be immediately packaged in gas and moisture proof bags or other container after manufacture if you can do this then the chemical should be stable
in a past life I was in the chemical industry and we used to use sodium hydroxide ( a close relative chemically)which was also highly hygroscopic but was packaged in thick plastic bags , heat sealed and we never had any problems. Very occasionally a bag would be damaged by rough handling and these were disposed of carefully.Some of the chemical had been packaged for over one year
