Electricity underwater isn't especially dangerous (relatively speaking), because the water conducts so well if diffuses within a relatively short distance. Of course, a 2MW cable would still be dangerous up close.
The problem with transmititng power underwater is that because water conducts so well, you need the cables to be very well insulated, or the energy will 'leak' out quite rapidly if there is a break in the insulation.
Insulation of large cables is trickier than most would think because cables aren't 100% efficient in transmitting the power, and that inefficiency comes out in heat..Which means expansion of the cables, so the insulator needs to be able to leave room for that, especially if it tends to keep heat in as well.
Of course power gets transmitted under the sea already, so there is nothing groundbreaking to it, but it does add to costs and potential problems.
