Remaining factual and down-ramping aren't dependent variables. You definitely can down-ramp while still remaining factual. Although, his post is mostly factual, it is inaccurate because it doesn't tell the full story about why progress has been slow. It's easy to point the finger at management and say they've done nothing when their progress has been stalled by litigation and environmental approvals.

down-ramping is basically pessimism. Pessimists tend to disregard positive updates and over exaggerate negative ones and It's painfully obvious in this forum who has kept their cool and didn't spiral into a pessemistic panic when the SP crashed.
