Yes he is, because he's the RAC Director who best understands how a new drug fits into the existing overall portfolio of each big pharma.
Also, his consulting company has a written agreement with RAC to be the negotiator, and to receive a modest success fee, which IIRC is capped at $5m for a transaction of $140m or more.
