    Lol.. that is widely misunderstood. Look at the reasons it was voted down. I would argue it was voted down because that is not how you reject or terminate a permit. There are regulations that exist for dealing with those matters, and a vote in the senate is not one of them.

    The only way the vote in the senate could have terminated PEP-11 is if they did two things 1) amend the law to say the current process for approving and rejecting permits could be made by senate bills, and 2) make a senate bill to reject PEP-11. (which they didn't do, and therefore there is no avenue for a senate bill to reject a permit application [it is against the law] according to the law, only the Joint Authority can do that).
