I have been reading over the last many months about Lidar and while your view as to how Lidar works is correct this problem has been solved in a number of ways.
Magic-Eye can do 180 to 360 degrees but can also do focused Lidar I suspect using AKIDA. There is not much available to describe exactly how they are doing it but the following unrelated method proves the theory:
