Not to say that I disagree with you, but to answer your question, it would be perfectly reasonable for GM to expect to see a meaningful resource chart and the qualifications and experiences of whomever they might be considering a contract with. Similarly, CXZ might see it as prudent to secure resources to fulfil the contract prior to accepting it, to reduce the risk of not being able to deliver. Either way, I agree it is a very positive sign.
