Generally when the company is long dead and they are trying to attract fresh capital and flush out disgruntled bagholders. See CF1, FGL and others.
There's no way that is happening here. That kind of move alienates holders and if your SP isn't already busted it will be afterwards.
A company with excellent prospects for the future like ixr doesn't have to make that kind of dick move.
