That will be the case if they put one application in and then wait until it is approved before they submit the next one - a 4 months a go (only figure we can go on) , it will take 12 months before the last is approved.
Put three in and they are all getting processed at the same time.
I will pull you up about government agencies - staff are definitely accountable - that is why processes there can take time - every T is crossed and every I is dotted.
