the 16% is in Lindi - not WKT. Lindi's only share holder is WKT.
So to assign 16% class b shares Lindi only needs to inform WKT - not WKT shareholders rather just the company.
This is a legal requirement and the 16% was stated a long time ago - so why would further approval be required from shareholders of WKT? I would think just the people running WKT would need to approve the 16% as they are the appointed representatives of the company as a whole.
