The treatment arms were just "standard of care" (control arm) and "standard of care" plus rem-l. But as time went on, dexamethasone became more commonly used, so many of the patients early in the study weren't given dex. But the "control arm" patients later on in the study were, for the most part, given dex "alone," though I suspect many also received remdesivir.
