Rubbish, do some honest research, NTU has a number of ultra low grade patches of resource that don't run much over 35kt TREO in total and the viability marginal at best.
MtW's Duncan far, far higher grade both TREO & Tb/Dy in-situ, which is being produced as a by-product given the relative value of the NdPr.
As to Chinese influence go check the current Board composition & take a look at the T20, patently obvious.
