One of the virtues of the ICSID arbitration procedure is enforceability of awards, which in this case can be made against Tanzanian Govt assets in any convention state. Being able to enforce arbitration awards is obviously key - without it the whole arbitration is potentially worthless. Whether the other speakers did or didn't make remarks about it is irrelevant - Bronwyn Barnes is completely right to raise this as its an obvious question from any cogent investor.
