It won't get through in the extreme format being bandied about at the moment, like just about every other other law it'll get watered down to a compromise rate that the big miners will be ok with (thought they'll never say it publicly) then some other tax loop hole will be opened up to offset it. Its also tied to the price of copper so when copper eventually hits $15k/ton USD WHICH IT WILL everyone will be just fine.
BTW Great title to this thread, exactly what prospective buyers want to see when contemplating an investment, but I'm sure that was an innocent mistake.
