Yes, something odd here.
9% of the company, well over 200m shares. They could not have been accruing that amount over time (they would have had to announce when they got to 5%), which implies a major purchase. Which in turn implies a major sale. There is only one shareholder with anything like that number of shares to sell: Strategic Capital Management.
