This Biotech 101 question only if you have a spare moment.
Is there a difference between the reimbursement ethical rules for healthy volunteers (e.g. for a P1 safety trial) and for patients who have a disease?
IIRC healthy volunteers can be paid substantial amounts, much more than their costs, especially if they need to stay overnight in a test facility.
If so, why is there one rule for the healthy and another rule for the sick?
