My only concern is the govt will take the politically nice option and throw everything at home care and ignore Aged Care.
Home care waiting lists are a problem, of course, but there just is not the capacity to quickly fix it. Roaming nurses and associated equipment and consummables don't grow on trees.
Hopefully they allow Aged Care to price higher end services and increase the daily payment from Govt.
So allow the industry to be more user pays, i.e. stop subsidising rich people at the same rate as the poor. If they want high end facilities, make them pay for it...and they will.
So in effect the same as hospitals, public and private.
