What I also believe will be an outcome from the Federal Budget is this:

The policy initiatives will set the rules for the medium for the industry so that any corporate activity can now be played out with some degree on certainty around policy framework.

I can understand the last bid being a "hat in the ring" opener but more importantly I think the rivals are probably waiting to see what comes out. Their forecasts and models can then be adjusted with more certainty re funding and user pays revenue.
My position is to be fully loaded on this one prior to the budget because there are risks to a positive funding surprise but if not the rival bidders may be quick to move once the revenue numbers are more clear.
