The actual phrase was "the bulk of the population vaccinated by the end of 2021". Given the way they are handling it, this will be lucky to be 50% vaccinated. No way they are going to open the borders with that sort of level and an election coming up. Mid 2022 is a possibility but I would not put money on it. It would be a real election winner to insist on opening the borders when millions of Australians are unvaccinated. :-(
So with the budget seeming to hit all the target markets*, and the risk of not enough people being vaccinated to open the borders, expect an election sooner than later. September is suggested.
* "Seeming" because while there is money for women, aged care, disabilities, tourism, etc, none of this includes the structural changes that are needed to make it permanent.
