The ann doesn't specifically state you can apply for two separates allocations, but it says if you use the same CRN with BPAY twice, it will be counted as applying for extra allocation:

"Please make sure to use the specific Biller Code and unique
CRN on your personalised Entitlement and Acceptance
Form. If you receive more than one personalised
Entitlement and Acceptance Form, please only use the CRN
specific to the Entitlement on that form. If you inadvertently
use the same CRN for more than one of your Entitlements,
you will be deemed to have applied only for Additional New
Securities on the Entitlement to which that CRN applies."
