I agree that the tackle on To'o was a send off, but I disagree with the others. Papenhuyzen's head is about 50cm below where it normally would be. Fuimaono has his legs and back slightly bent and the arm is not raised. Maybe a penalty at worst.
Tedesco ducked and his head is also at least 50cm's below where it normally would be. Not even a penalty in my opinion. Certainly not worth a sin binning.
