If there is a lot of vacancy, potential landlords are keen to acquire new tenants, and will provide incentives for a company to up and move.
The landlord of the industrial warehouse occupied by my employer offered a one year rent holiday (that right, a whole year without rent) and free fitout (to the tune of $100,000) to entice the company over, for a 5 year lease.
The deal allows the property owner to claim that the rent is higher than it really is, keeping the discount "off the books".
