This idea that management haven't been able to buy shares on market because of blackout periods has been debunked ad nauseam. They don't buy stock because they don't want to.
Also note; Norwood hasn't announced anything price sensitive, apart from the related party transactions, for 2.5 years. Plenty of opportunities for management to buy, if they wanted.
