This is just because trading is generally temporarily halted for 10mins to allow for a market sensitive announcement to be disseminated.
No relation to a trading halt request.
That being said, this is great news for CXZ, and the speculators who were concerned about the GM Contract not being renewed are free to speculate about anything else given this news
