Not sure that is correct, permeability is generally a function of or related to porosity. With the average porosity across the pay section only being 11% with some bands being as high as 20%, the net pay will include sands that are below 11% and close to the cut off that would have been applied to calculate the pay.
So perforating sections with porosity below that cut off does seem odd as it will not contribute much (if any) to the long term production of the well. By memory the Waitsia wells had higher average porosity than 11% but I might be wrong. In any case, will be interesting to see what initial and sustained flow rates will be achieved, with the latter being the key to the well's commerciality.
