I also am an ex taxi driver and I know many still in the industry (CABCHARGE transactions given the financial fallout will be pretty horific- even the corporate I work for aint giving them out anymore). The p.e of 9.5 aint that great given the state of the entire market and aint that cheap. There are heaps of stocks with PER of less than 5.

I think it's going to be tough for CAB for a long long time.
