Just speculating however, could the consultants be privy to insider information and as such be unable to purchase shares on market? Do they see the value of the company exploding and as such are willing to pay a premium to take a position right now? Otherwise why would they forgo $570k cash now and incur an additional $810k, when they could just buy on market now? Something is happening IMO.
