Likely an algo bot. I believe someone on twitter mentioned testing their algorithm on PWN for the potential upturn. As for brokerage, there are brokers that charge percentage commission rather than flat rates like Commsec, so parcel size doesn't matter - I'm assuming the algorithm is utilising a service like this.
There's no need to worry really. Just patience waiting for upcoming news in June regarding PPS and further business development details.
