Ann: VRX Silica Company Update, page-93

Im interested to know who/where the 3 public comments/questions came from. They raised the most basic issues - water, dust and land clearing, surely these would have been proffessional & scientifically addressed, written up and presented in any proposal submitted. The questions specify the hectares potentially involved so the Public Complainants obviously read the EPA doc or know VRX info.
Did these 3 public comments have a role in pushing this approval into phase two, ie were they mischievious (certainly effective if they were) or is the VRX's submission pathetic?

I thought VRX had done & submitted all Environment aspects in great detail and not just once but to the EPA specific directions. So why is VRX nowworking on the Environmental Scoping Document?

Does the EPA send updates like this to companys before they make it public or just randomly release it like this seems to have been?
Stupid question really as the first person who lucks onto the release has a very big advantage whether its good, bad or expected (in this case sell at 28c and buy back at 19.5)
