Dalian took a dive at the end but the main reason is the increased cost blow out from the previous announcement - it's not a good look that we don't have a firm handle on the project cost and we are always under estimating.
However as with everything else, all will be forgiven once the never ending buckets of money come pouring in once the project is (eventually) completed.
