you're right, it'll be hard for him to get the oppies in the money from current knowledge (unless gold goes to the moon lol)...But I wouldn't discount something we don't know.
If the oppies can get in the money and converted it will raise a decent amount of money for construction, although it is highly unlikely at this point in time....
