Citi group only have first dibs for Stanly River related stuff not Mt Lindsay and the funding they gave was only for stanley river drilling as far as I can tell.
My guess is that this new cap raising is for Mt Lindsay drilling and other new drill prospects. Hopefully they were able to raise funds at a premium again though I doubt it. Perhaps another 2m placement at 20c.
