I acknowledge "proxy advisers" and stockbrokers should be allowed to prepare reports for clients and these reports kept confidential...however...
1) ASX should not be allowed to suspend a company, on the basis of information in a report, UNLESS the report is published on MAP. 2) Media agencies should not be permitted to publish news stories using the contents of a report released to "select" parties only - because isn't this akin to insider trading?
Without these measures how can we ensure market transparency and furthermore be encouraged that mischief and price manipulation is not a primary or secondary objective of whoever paid for the report? Otherwise why bother "leaking" and back grounding the media?
