Typically yes I agree, although this has not been typical, Barrick ensured that for the rest of us.
This has been an abnormally protracted process and I would not be remotely surprised if the Tanz govt were particularly interested in our ability to fulfill all obligations and provide them with an assured healthy royalty, as opposed to simply Licencing us and hoping we come through.
What is typical in Tanzania or in a licence that has taken ten years to issue?
I'm simply surmising.
