Technically they've raised around the ATH. I've seen other companies whove just dropped their pants, where the SP has been sold down and suppressed in the lead up to the CR.
As I said before, they need money to drill, and purchase the land when the time comes. Decisions been made, lets wait and see who the lead is and what the CR looks like. Everything else is speculation on things we have no control over.
