The original article linked to by the minister is at https://www.gazettelive.co.uk/news/teesside-news/multi-million-pound-minerals-processing-20695525. It says that "Australian firm Peak Resources announced on Friday it is to take on a 250-year lease over a 19-hectare parcel of land at the Wilton International Site."
A look at Wikipedia shows that the Wilton International Site "is a multi-occupancy industrial site in Redcar, northeast England". (https://en.wikipedia.org/wiki/Wilton_International)
I'd say somebody got some wires crossed in the messaging somewhere - but the article itself is entirely accurate, as best as I can tell.
