I have a "theory" based off the last quarterly report...
They count as "over the ship's rail" as being counted for that quarter. Anything not loaded on to the ship that quarter is counted towards following quarter.
So as long as these ships are docked and are at least taking on cargo - hopefully a portion of this cargo is spod from PLS and will be counted in that quarters shipped tonnage. If not PLS will simply state something like the above - overall not a big issue.
