As you pointed out, the article's quote of Ben Dillon obviously shows that they have moved on from their previous position on payment terms.
Their previous position i.e. "PLT never ships product until it has been paid for" was one that was in place for a very long time, and they were well known for it. I'd even heard it from Ben himself in one conversation last year.
Times and circumstances change, so obviously PLT have had to as well.
