If CSL were to develop a mRNA COVID-19 vaccine independently, it would take years because they would be starting from scratch and have no in-house mRNA vaccine experts.
As far as I'm aware Moderna has pledged the ~25M vaccines but not that any of those will be made in Australia. Do you have a link to an article stating otherwise?
If I recall correctly Moderna had indicated that they would be keen to set up shop here sometime in the future though.
