It would be a much greater concern for Tesla if they wish to get into bed with mines operating in N.C r.e sovereign risk. Regardless if the mines are restricted to local companies or worst case, nationalised (unlikely), they still need to sell the product to someone. I don't believe anyone was arguing that the resources should not be developed/extracted.
