We have been over this a few times this year, the NC economy depends heavily on nickel based exports. Nickel mining is the biggest employer, they would be absolutely screwed if they stopped exporting.
QPM via John D have some very long term relationships with conservative old money mine owners in NC and we are taking their otherwise unsold overburden.
Goro was a flashpoint recently due to issues of foreign ownership, now that is resolved so the country is going back to normality.
