Indirectly, to understand why the Chinese government is pushing for clean air, water and soil, you have to understand the history of China. They don't want to be seen as the backward country anymore, having been dominated by Western powers since the late 1800s. One of the ways of showing that they are a civilised country is to have a clean environment. They are not barbarians as some would like to depict them but disciplined and organised as a people to keep their place pristine and modern. Hence, the top down directive from the Central Govt in their various 5 years plans, and the program carried out executed by FLC's clients, which are SOEs.
